Procurement Modernization Initiative
Procurement Rules went into effect on October 1st, 2018.
The State of Colorado is always looking for ways to improve the way we do business. This involves constantly reviewing procedures and statutes to ensure they meet the needs of our customers and match the technologies of our time.
In early 2015, the Department of Personnel & Administration (DPA) began a review of the State’s procurement statutes, rules, and processes. The purpose of this review is to identify opportunities to modernize and improve the system to better serve State agencies, vendors, and most importantly, the public.
The Procurement Code exists to help keep the public trust, promote fair competition, make efficient use of taxpayer dollars, and allow the State to effectively do the people's’ business. This can be challenging, and procurement professionals must often balance competing demands.
With your help, though, we hope to improve the way we operate as a government and, in turn, increase customer service among our customers.
DPA conducted a comprehensive analysis of the Procurement Code and Rules and researched other public procurement systems. The working group developed a list of draft recommendations and produced a white paper, which served as a framework for discussion with members of the General Assembly, the vendor community, and other interested stakeholders.

The State of Colorado is identifying opportunities to modernize the State's procurement statutes, rules, and processes. During the 2016 legislative session, the Legislature passed a bill directing the Department of Personnel & Administration to study ways to improve the State's Procurement Code and solicit input from a variety of groups, including businesses, business organizations, nonprofits, labor organizations, taxpayer advocates, and legal professionals. You are invited to participate in this process and help us develop recommendations for the Legislature to consider during next year's legislative session.
